In addition to all the national coverage, both good and bad, that manufactured and modular housing gets, Idaho media has had a very busy month reporting on our industry. There were articles on: Public town hall meetings of park residents suggesting changes to legislation and more collaboration with state and local governments; Owners and residents of an Eagle community who were asking local water authorities to stop their moratorium on new hook-ups and connect them to the city water system after traces of uranium were found in their well water; Housing Preservation meetings; and even sub-division residents physically blocking the delivery of new modular homes into their area.
In the last example, this is how that issue was resolved. Headlines read, “Judge Rules Modular Homes Can Go Into Star Subdivision” Sawtooth Custom Homes successfully delivered two manufactured homes to the Star, Idaho, subdivision of Saddlebrook after a June 6th standoff between builders and residents. The Saddlebrook Homeowners Association filed an injunction to stop Sawtooth from coming in, claiming the homes violated the neighborhood's terms and restrictions and would lower property values. An Ada County judge decided in favor of Sawtooth, and the company plans to assemble and deliver 110 more homes to the subdivision. KTVB NewsChannel 7 (Idaho) (06/12/08)

Jack Tibesar Idaho Housing Alliance Person of the Year
Jack Tibesar was honored at the annual meeting and convention as the Idaho Housing Alliance Person of the Year.
Jack was the co-founder and owner of Spokane Home Center and Peter’s Homes in Post Falls, Idaho, Governor’s appointee to the state Advisory Commission on Manufactured Housing, and member since 1995 of Executive Committee of Northwest Pride.
The national magazine, Manufactured Home Merchandiser, printed a full page interview by John Grissim of Jack in the June 2008 issue. Jack’s take on the industry is, “We’ll do fine. We’ve been going strong since ‘73, with three generations of family members involved. I’m not worried at all. This has been a wonderful business.”
FHA Commisioner Montgomery
FHA Commissioner Brian Montgomery at MHI Meeting Federal Housing Administration Commissioner Brian Montgomery was the keynote speaker at this year’s MHI Mid-Year Meeting breakfast in St. Louis on June 3 at 7:00 AM. One of his top priorities has been to modernize the FHA Title I (home only) and Title II (land/home) programs. Commissioner Montgomery discussed manufactured housing program issues including issuance of a final HUD installation program rule. He also provided an update on what his goals and thoughts are on a variety of housing related matters.

WASHINGTON – Washington State has passed legislation, HB 1461, that provides for Washington’s attorney General’s office (AG) to have unprecedented authority to enforce the Washington Landlord tenant Act. The AG will make decisions on whether there are violations and can impose fines of up to $250 per day. The program is estimated to cost $800,000 per year to maintain. The funding mechanism is a $10 space fee paid annually, with the resident and the landlord each paying $5 per space.
CALIFORNIA – The California Legislature has passed a law banning immigration-status screening. Managers and Owners of manufactured home communities in California are forbidden from inquiring about immigration or citizenship status. Management may not “make any inquiry regarding or based on the immigration or citizenship status of a tenant, prospective tenant, occupant or prospective ccupant,” or require “any statements, representation, or certification concerning his or her immigration or citizenship status.” Despite a previous Fair Housing position that the Fair Housing Act

Idaho Housing Alliance Kicks-Off First National Manufactured Housing Week
Boise, Idaho USA – June 16, 2008 – Idaho Housing Alliance kicks-off the start of the first national Manufactured Housing Week today as part of National Homeownership Month. Congress, in House Resolution 1010, designated this week as Manufactured Housing Week in recognition of the important role manufactured housing plays in meeting the housing needs of all Americans. Idaho Housing Alliance will acknowledge this week with several events to demonstrate our industry’s commitment to providing quality housing for a wide array of lifestyles. Some of these events include retail center tours, Manufactured Housing community open houses and consumer information packets.
